Elinor Alexander’s rich and diverse life/work experiences in Education, Business Administration and Non-profits and Community Engagement has engaged her in a variety of roles including Global Education Advisor for World Vision International (www.wvi.org), Director of Administration (www.charitypeople.co.uk) and Co-founder of EducateSuccess (www.educatesuccess.com). For several years, as Consultant to College Access Now, she trained and certified (AmeriCorps) College Coaches supporting High School students towards their college and career goals. Currently, she is honored to support the ministry and legacy of the Sisters of Providence as their Senior Executive for Projects. As Board President for REACH, she brings collaborative leadership, community activism and strategic vision to the board and is excited to serve and advocate.

Neil Francoeur |
Vice President Finance/Business Development
Neil is a Principle and Solutions Director for Tactuum Inc., a Healthcare Information Technology Company. He is a responsible for Product Development, Sales, Marketing of the IT Platform. Prior to starting his own company, Neil was a Senior Quality officer at UW Medicine. A Registered Nurse by training, Neil is also a CPA! Neil holds an MHA from University of Washington and a BA from the University of Alberta. We are excited that Neil joined the Board effective July of 2017, and has already shared his many talents by volunteering in the area of technology.

James Bruner |
Vice President of Operations and Personnel
James is currently a member at St. Matthews Lutheran Church, and is the Director Infrastructure Engineering & Operations at Hasbro/Wizards of the Coast. He has extensive experience managing technical teams in fast-paced, results oriented environments. James has history of successfully driving resolution in a wide range of operational areas including enterprise system integration and design. Able to create strategic alignment of IT delivery with business goals to create an effective partnerships. James has also volunteered regularly at our Meal Coalition, and plans to continue doing so.

Paul Kacynski |
Vice President of Strategy and Community Outreach
Paul is the pastor of the downtown Renton church “Roots of the Table” which meets at Luther’s Table on Sunday evenings. After worship on Sundays, the leftover communion bread becomes sandwiches for the families at the Center of Hope - the Body of Christ reaching out to the world! Pastor Paul has an M.Div and M.A. in theology from the Pacific Lutheran Theological Seminary. He loves to help host the Thanksgiving and Christmas REACH community meals at Luther’s Table and wants to see all people warmed and welcomed at God’s Table.

Board Member
Rahul Joshi manages Datacenter Community Development at Microsoft, owning the delivery of community planning for 18 datacenter communities globally. This includes convening listening sessions with community stakeholders, planning of affordable broadband access, environmental sustainability projects, and community empowerment funding programs. For the past 25 years, Rahul has worked in strategy development, program management, and project execution. He has had various process management and program development roles at Boeing Telecom, Suncor, Cingular/ATT, and Fred Hutchinson Cancer Institute. He has volunteered in family shelter programs previously (in college), supported similar programs in Microsoft datacenter communities, and is interesting in learning how best to support REACH. He has a Master's of Science degree in Molecular Biology.

Patti Usack |
Board Member
Patti and her husband have lived in the Kent community for the past 40 years. They belong to St. Philomena Parish in Des Moines where their granddaughter attends school. Over the years they have actively participated in activities to serve and support the poor and vulnerable in the Des Moines Community. Patti values the importance of community members trying to make a difference in the lives the homeless and mentally ill. Knowing there are many resources available to serve this population, she is committed to assisting in any way possible to ease their way.

Rosalie Stroud |

Rosalie is a graduate of Auburn High and Washington State University, where she obtained a degree in Business with a focus in Management. Rosalie spent almost a decade serving one of the largest and oldest church in Washington State as their Senior Administrator. Serving communities with 40 ministries, she held many positions including Trustee Board member, Financial Secretary, Sunday School/Bible Study leader and Young Adult Ministry Chair. Rosalie uses her expertise in church administration, project management and leadership development to consult smaller churches. She has a burning passion to help others discover theirs and to serve the underprivileged and disadvantaged of this community. Currently, she holds a position with the Sisters of Providence, as Senior Executive – Property and Fleet.

Howard is a long time member of REACH and has a huge heart for serving those in need. Howard has been a Real Estate professional for many years in the Renton Community, so he has years of experience working with the business community and is eager to help REACH in the area of fundraising, especially as it requires improving our connections in the private sector.

patti bowman |
Board Member
Patti Bowman is a Seattle based artist, who’s core technique is encaustic painting. Encaustic painting is a very ancient technique employing molten wax and a natural resin painted on to panels. She has maintained a studio in the International District in Seattle for 12 years and over that time has seen the homeless population in that area grow exponentially. She is seeking to learn more about the issues faced by those experiencing homelessness, and to learn what resources are available in the community. Patti studied science and art at the University of Calgary in Alberta and studied art at Emily Carr College of Art and design in Vancouver, BC, Canada. She studied encaustic painting at Pratt Fine Arts Center in Seattle. Patti has lived in Bellevue with her family for the past 19 years.

Debbie Johnson |
Board Member
Debbie is a member of Nativity Lutheran Church where she serves on council and leads a committee responsible for the church's outreach to the community. She started her volunteer life, post retirement, by entering the Peace Corps where she served with her husband in Eswatini, Africa. She has served REACH in several capacities through the years, currently serving breakfast warm-ups on Tuesdays. Debbie was a Registered Nurse with a bachelor's degree from University of St. Francis and a Master of Business Administration from Brenau University. The last fifteen years of her work life was spent as the Director of Risk Management for PeaceHealth, a non-profit healthcare system in the states of Washington, Oregon and Alaska. Debbie is passionate about helping the marginalized and hopeful that her management and organizational skills will be of assistance to REACH.

Paul Eagle |
Board Member
Paul graduated with honors from Saint Martin’s College in Olympia with degrees in religious studies and philosophy and obtained his Juris Doctorate from Gonzaga University School of Law in Spokane. In 2004, Paul opened Eagle Law Offices, PS and focused his practice in family, civil and criminal law. He also serves King County Superior Court as a pro tem Court Commissioner. Currently, he is a member of the Karuk Indian tribe, Washington State Bar Association, the United States District Court, Western District of Washington, the King County Bar Association, the Greater Seattle Business Association (GSBA) and the LGBT Bar Association of Washington (QLaw). He lives and works in King County and shares his home with his rescued cat, ‘Hope.’ He volunteers and tries to give back to his community and county through multiple pro bono hours and services. Paul brings a unique understanding and personal insight into the struggles, hardships and issues faced by minorities throughout our county.
